PPC was contracted to conduct the PDM for IOM’s Cash for Winterization Assistance program in Kabul, Nangarhar, Kandahar, and Herat provinces. The project aimed to assess the effectiveness, beneficiary satisfaction, and challenges of cash assistance distribution for winterization.
